Abstrak

Kekayaan dan pembangunan suatu bangsa tidak hanya diukur dari kuantitas sumber daya alam yang dimilikinya, tetapi juga dari kualitas sumber daya manusia yang digunakannya untuk mendorong kemajuan sosial di berbagai bidang kehidupan. Hal ini karena sumber daya alam terbatas, sedangkan sumber daya manusia tidak. Oleh karena itu, untuk memperkuat keunggulan kompetitif seseorang, seseorang harus bergantung pada kemampuan inventif sejumlah mitra yang berbeda di sejumlah dimensi yang berbeda. Oleh karena itu, dapat dikatakan bahwa pengembangan inovasi dengan tujuan untuk memperkuat keunggulan kompetitif suatu perusahaan melibatkan kerjasama paling tidak antara dua pihak yang berbeda, yaitu universitas dan industri, serta pemerintah (disebut triple helix).
